Kyle J. K. Chock was appointed Executive Director of the Pacific Resource Partnership in 2005. As the head of this influential organization that serves as the bridge between Hawaii's leading contractors and the 7,600-member Hawaii Carpenters Union, Chock is directly responsible for developing and managing programs that support unionized construction, fostering strategic relationships with developers and identifying new markets for growth. In addition, he actively supports federal, state and county initiatives that benefit the building industry and establishes business and educational platforms to improve the quality of life for Hawaii residents.
Under Chock's leadership, in 2006 PRP secured $5.5 million in annual government funding to expand Construction Academy partnerships with public high schools throughout the state. He also successfully led efforts to support the Honolulu City Council's approval of Honolulu's first mass transit system. In 2007, Chock mobilized industry support to lobby the Legislature for the passage of on-site oral fluid drug testing. The measure, which was signed into law on June 14, 2007 supports PRP's goals of maintaining drug-free worksites and lowering operations costs for general contractors and other employer groups throughout the state.
Prior to joining PRP, Chock served as the executive assistant to the Chancellor of Honolulu Community College, the apprenticeship training center for nearly all of Hawaii's building and construction trades. While at HCC, Chock created workplace development programs and served as the Chancellor's liaison to the construction, automotive and aviation industries.
Chock also worked as a senior account executive at Stryker Weiner & Yokota Public Relations, Inc., providing strategic public relations counsel to such clients as the Estate of James Campbell (now the James Campbell Company), Alexander & Baldwin and AIG Hawaii. He also represented Central Pacific Bank's unsolicited takeover of City Bank - Hawaii's first unsolicited merger - and provided strategic public relations counsel and communications services that guided the company throughout the process.
Additionally, Chock served as senior advisor and legislative assistant to former Honolulu City Council Chair Jon Yoshimura. In this capacity, he played a crucial behind-the-scenes role formulating public policy on a wide range of issues including the redevelopment of Waikiki, new guidelines for Police Chief term limits and the restaurant smoking ban.
Chock currently serves on the state Land Use Commission and boards of directors of Child & Family Service, Lanakila Rehabilitation Foundation and Housing Hawaii. He also serves on The Nature Conservancy Corporate Council for the Environment and is actively involved with the Hawai'i 2050 project.
Chock holds a Bachelor of Education and a Master of Public Administration from the University of Hawaii at Manoa.
