To help stimulate an economic recovery, our Federal, State and County government officials are planning massive investments in construction and infrastructure. In Hawaii, nearly $2 billion in construction projects have been budgeted and approved by the State.

Use these resources to learn more about stimulus spending projects and better understand the application processes.

State CIP and Procurement Process

The State of Hawaii has announced nearly $2 billion in spending on "shovel ready" projects across the isles. The goal is to put people to work while also making needed investments in our public infrastructure. For contracts less than $150,000, the state uses the Hawaii Electronic Procurement System (HePS). Register online to be eligible for these contracts.

State Highways Modernization Plan

The State of Hawaii announced a new, $4 billion, six-year Highways Modernization Plan designed to put people to work on needed infrastructure projects across the state. PRP worked with the State Department of Transportation and the State Legislature to help shape the plan and look forward to supporting it in years to come. Back to Top



Federal Projects and Procurement Process


The U.S. Congress has reached agreement on an economic stimulus package: the American Recovery and Reinvestment Act of 2009. Though details are still being finalized and are subject to change, Hawaii is currently slated to receive $678 million in formula-based funding for highway and transit, education and social services, housing and environment. Plus, the state is eligible for additional spending on federal facility construction and upgrades, flood prevention programs, airport and harbor infrastructure, energy infrastructure and other areas.

April 17 - The State of Hawaii, together with the four counties, will receive $246 million in federal stimulus funds to improve transportation infrastructure statewide. Gov. Linda Lingle and State Transportation Director Brennon Morioka today released a list of state and county projects that will move forward using the federal funds made available through the ARRA.
